Abstract
The workplan is based on the WHO IPC Guidelines for COVID-19 and focuses on increasing institutional and human resource capacity for pharmaceutical management and services. The workplan has five objectives, with the first objective focusing on increasing institutional and human resource capacity for pharmaceutical management and services. Sub-objective 5.1 aims to improve the availability of essential medicines and other health technologies. The workplan identifies several key activities to achieve this objective, including supporting the National Vaccine Operations Center (NVOC) to develop issuances related to procurement and supply chain management information system (LMIS) for COVID-19 vaccines. The workplan also focuses on supporting the Procurement and Supply Chain Management Team (PSCMT) of the Department of Health (DOH) to manage contracts for vaccine and consumables storage and distribution. This includes assessing the scopes and performance of existing contracts, identifying any gaps and issues, and supporting PSCMT to address the gaps and issues in a timely manner. Another key activity is supporting the management and coordination of roles and responsibilities among key stakeholders and technical assistance providers on the COVID-19 vaccine LMIS. This includes conducting a mapping of the planned enterprise architecture of vaccine information management system (VIMS), identifying enhancement requirements for different components of the architecture, and identifying interested technical assistance partners in supporting specific components of the VIMS enterprise architecture. The workplan also aims to support the roll out of COVID-19 vaccine LMIS and inclusion of vaccine consumables in the COVID-19 vaccine LMIS. This includes working closely with PSCMT, KMITS, DICT, RESPOND, UNDP, UNICEF, and WHO to identify areas of enhancements for the planned COVID-19 vaccine LMIS and support KMITS to enhance the features agreed by DOH, DICT, and interested partners. Additionally, the workplan focuses on providing user training and support HRH recruitment for the roll out and use of COVID-19 vaccine LMIS. This includes working closely with PSCMT, KMITS, DICT, and other interested partners to provide user training and support recruitment of necessary human resources for health for the roll out of COVID-19 vaccine LMIS. The workplan was approved on August 2, 2021, and is a joint administrative order guidelines on the implementation of the COVID-19 vaccine information management system. The document was published in the PhilGEPS website on September 13, 2021, and the DOH website on September 23, 2021.
