The Islamic Republic of Afghanistan's Da Afghanistan Breshna Sherkat (DABS) has issued a request for proposals for the procurement of plant for the NEPS/SEPS Connector Five Substations from Qarabagh to Kandahar East in one lot.

Abstract
The project is funded by USAID under the USAID Grant Agreement Number 306-05-00 for a Thriving Economy Led by the Private Sector. The project involves the construction of five substations in Ghazni, Zabul, and Kandahar provinces, including the Qarabagh Substation, Moqor (Gelan) Substation, Shah Joy Substation, Qalat Substation, and Kandahar East Substation. The project also includes the addition of RPC and SVC at Chimtala SS, Sayedabad SS, Ghazni SS, and Kandahar East SVC. The bidding process will be conducted through the International Competitive Bidding procedure specified in the Public Procurement Law and Circulars. The Employer's Requirements section contains the Specification, Drawings, and supplementary information that describe the plant and services to be procured. The General Conditions of Contract section contains the general clauses to be applied in all contracts, while the Special Conditions of Contract section supplements the General Conditions of Contract. The bidding process requires bidders to submit a complete set of bidding documents in English, which may be obtained by contacting the Procurement Unit, DABS, at the email address [email protected] and copy to [email protected]. Bids must be delivered to the address below at or before 10:00 hours (local time) on May 12, 2015. Electronic bids will not be permitted, and late bids will be rejected. The address for bid submission is Chaman Houzouri, District 8, Kabul City, Kabul - Afghanistan. The bid security amount specified is $1,700,000 for the Qarabagh Substation, $1,700,000 for the Moqor (Gelan) Substation, $1,700,000 for the Shah Joy Substation, $1,700,000 for the Qalat Substation, and $1,700,000 for the Kandahar East Substation. The bid security will remain valid for 180 days. The project is expected to be completed within a timeframe that is not specified in the bidding documents. The project will be implemented in one lot, and bidders are required to quote for the full quantity of goods specified on a single responsibility basis.
