Abstract
The program is implemented by Deloitte Consulting LLP under the Indefinite Delivery, Indefinite Quantity (IDIQ) Contract No. 720-674-18-D-00003. The program's overall goal is to increase the availability and reliability of electricity in Nigeria, with a focus on the on-grid and off-grid sectors. The program is structured around four key outcomes: On-Grid Generation, Off-Grid, Enabling Environment, and Distribution. Outcome 1, On-Grid Generation, focuses on increasing the capacity of the on-grid power sector through the development of new power generation and transmission infrastructure. Technical assistance is provided to the Nigerian Electricity Regulatory Commission (NERC) and the Transmission Company of Nigeria (TCN) to support the implementation of the National Electricity Roadmap. Outcome 2, Off-Grid, aims to increase access to electricity in rural and underserved areas through the development of off-grid energy solutions. The program supports the development of mini-grids, solar home systems, and other off-grid energy technologies. Technical assistance is provided to the Nigerian government and private sector companies to support the development of off-grid energy markets. Outcome 3, Enabling Environment, focuses on creating an enabling environment for the power sector through policy and regulatory reforms. The program supports the development of policies and regulations that promote private sector investment in the power sector. Technical assistance is provided to the Nigerian government to support the implementation of the National Electricity Policy and the Electricity Act. Outcome 4, Distribution, aims to improve the efficiency and reliability of electricity distribution in Nigeria. The program supports the development of distribution infrastructure and the implementation of smart grid technologies. Technical assistance is provided to the Nigerian government and private sector companies to support the development of distribution infrastructure and the implementation of smart grid technologies. The program has made significant progress in achieving its outcomes. In the on-grid sector, the program has supported the development of new power generation and transmission infrastructure, including the construction of new power plants and transmission lines. In the off-grid sector, the program has supported the development of mini-grids and solar home systems, and has provided technical assistance to private sector companies to support the development of off-grid energy markets. The program has also made significant progress in creating an enabling environment for the power sector. The program has supported the development of policies and regulations that promote private sector investment in the power sector, and has provided technical assistance to the Nigerian government to support the implementation of the National Electricity Policy and the Electricity Act. In terms of finance and operations, the program has established a robust financial management system to track and manage program funds. The program has also established a system for monitoring and evaluating program progress, including the use of performance indicators and deliverable trackers. The program has a strong partnership with the Nigerian government, private sector companies, and other stakeholders to support the development of the power sector. The program has also established a community of practice to share knowledge and best practices among stakeholders.
