Abstract
The Routine DQA (RDQA) tool is a simplified version of the DQA, designed to facilitate self-assessment and improvement of data management and reporting systems. The RDQA focuses on assessing the quality of reported data and the management of data and systems to report standard program indicators. The RDQA tool is based on a conceptual framework that emphasizes the importance of data quality dimensions, including accuracy, perfection, reliability, opportunity, confidentiality, precision, and integrity. The framework also highlights the need for functional components of a data management system, such as data management and reporting systems, M&E capabilities, roles, and responsibilities, training, data reporting conditions, indicator definitions, data collection and reporting tools, data management processes, data quality mechanisms and checks, and links with the national reporting system. The primary objectives of the RDQA are to quickly check the quality of reported data and the ability of data management systems to collect, check, and report quality data. Additionally, the RDQA aims to implement measures for improving data management and the reporting system, and to monitor capacity improvements, data management performance, and the reporting system to produce quality data. The RDQA has various uses, including review of data quality as an element of ongoing monitoring, initial assessments and monitoring of data management and reporting systems, and improvement of staff training on data management and reporting. The tool can also be used to prepare for a formal data quality audit and for external assessments of data quality by partners. Potential users of the RDQA include program directors, M&E supervisors and staff, donors, and other sponsors. The tool has the potential to improve service quality by providing better-quality data associated with program performance.
