Abstract
The program's Energy Sector Women's Leadership Initiative (ESWLI) addresses gaps in the energy sector to maximize opportunities for women in decision-making and leadership roles. ESWLI facilitates the adoption of sound policies and leading practices that promote gender equity in the workplace and in public and private energy institutions. The initiative has a significant pipeline of women with relevant technical and professional skills that meet sector labor demands. As of 2023, over 700 graduates have completed the Aspire course, with 62% of them between the ages of 31-50 years old. The graduates hail from various states in Nigeria, with the highest number coming from Lagos, Abuja, and Rivers states. The majority of graduates (57%) are between the ages of 31-40 years old, and 37% of them are from Micro, Small and Medium Size Enterprises (MSMEs). The ESWLI training framework is designed to equip women with professional skills and knowledge in the energy sector. The training structure includes 20 critical topics, such as women in the energy sector, diversity and inclusion awareness, creating a respectful workplace, and strategic planning. The training is delivered through instructor-led virtual training methods and adult learning principles. The implementation plan for ESWLI involves drafting a training schedule and course timetable, developing a work plan, and preparing a budget. The program also includes monitoring and evaluation, reporting requirements, and tracking attendance and participation. The Kirkpatrick Model is used to evaluate the impact of the training, with levels 1, 2, and 3 evaluations assessing reaction, learning, and impact, respectively. The ESWLI instructor manual provides guidance on the implementation of the training program. It includes information on establishing the IT infrastructure, protecting participant data, stakeholder outreach and participant selection, eligibility vetting and onboarding, and establishing communication channels. The manual also provides guidance on delivering the training, special events, and post-training evaluation. The PA-NPSP has partnered with various organizations, including Habiba Balogun Consulting, to deliver the ESWLI training program. The program has received support from the USAID and Power Africa Gender and Social Inclusion team, as well as the American people. The initiative has made significant contributions to the development of women in the energy sector, with graduates working in various roles, including energy sector, work department, distribution, generation (off-grid), and regulatory/supervisory (ministries, agencies). The ESWLI has also facilitated the adoption of sound policies and leading practices that promote gender equity in the workplace and in public and private energy institutions.
