The Promoting Advanced Supply Chain Outcomes (PASCO) program in Zambia aims to strengthen the country's transportation and distribution systems for health commodities.

Abstract
The program is implemented by Chemonics International Inc. and is funded by the United States Agency for International Development (USAID). PASCO's primary objective is to improve the effectiveness and efficiency of the distribution and transportation system by responding to the needs of the Government of the Republic of Zambia (GRZ) through the Zambia Medicines and Medical Supplies Agency (ZAMMSA). PASCO successfully conducted and validated 591 deliveries of health commodities to 530 service delivery points (SDPs) with supplemental 3PL distribution between February 17, 2023, and March 31, 2023. The deliveries met on-time and in-full key performance indicators (KPIs), averaging 98 percent for the majority of the time, with no discrepancies recorded. However, the project experienced a vehicle inspection pass rate of 65 percent due to the majority of 3PL vehicles in Mpika and Mongu not having first aid boxes and fire extinguishers when positioned for loading during the initial launch of 3PL. The project has since intervened with ZAMMSA and expects a marked improvement in coming quarters as expectations are further clarified with vendors. PASCO also developed a comprehensive commodity security and risk management plan, including the design and deployment of an incident management tool to promote continual improvement and investigate any instances of leakage of commodities as a result of 3PL distribution activities. The management system includes a digital incident reporting form, to record incidents occurring during project implementation. The management system is analyzed and visualized using PowerBI to ensure regular identification of incident patterns and trends for risk escalation, mitigation, and continuous improvement. To address the issues with vehicle inspections and advance shipping notifications (ASNs), PASCO and ZAMMSA agreed to send out ASNs once the 3PL distribution loading plans were approved. The inspection and communication KPIs incidents were logged in the incident management system and escalated to the respective stakeholders for mitigation and improvement. PASCO also collaborated closely with the Global Health Supply Chain-Procurement Supply Management (GHSC-PSM) project to ensure a smooth transition of last-mile distribution services. PASCO's incident management system includes a digital incident reporting form, to record incidents occurring during project implementation. The management system is analyzed and visualized using PowerBI to ensure regular identification of incident patterns and trends for risk escalation, mitigation, and continuous improvement. PASCO and GHSC-PSM held a DeliveryExpert review meeting to investigate the ePOD system's current capabilities to collect PASCO key performance indicators (KPI) data. PASCO and GHSC-PSM discussed the need to engage the ePOD vendor to determine what it would take to ensure PASCO's KPI requirements were enabled in the system to optimize the delivery process. The PASCO program has made significant progress in improving the effectiveness and efficiency of the distribution and transportation system in Zambia. The program has successfully conducted and validated numerous deliveries of health commodities, developed a comprehensive commodity security and risk management plan, and collaborated closely with other stakeholders to ensure a smooth transition of last-mile distribution services.
