Abstract
This includes developing and implementing policies for administration, promotion, development, and social action for administrative and logistical support personnel. The department is responsible for supervising the execution of directives from the Dirección General, particularly in relation to planning processes for recruitment, selection, and hiring of new personnel. It also coordinates with the Academia de la Policía Nacional Civil to develop basic courses for agents, courses for advancement, and specialized courses. The Subdirección General de Personal is responsible for coordinating and supervising administrative processes related to personnel, including permits, transfers, suspensions, vacations, destinations, and other matters. It also proposes, develops, and institutionalizes the system of incentives, compensations, and remunerations for personnel within the Policía Nacional Civil. The department is headed by a Comisario General de Policía Nacional Civil, who must have a minimum of 16 years of service and at least 5 years of experience at the level of Jefaturas. The ideal candidate should have a university degree in Pedagogía y Ciencias de la Educación, Recursos Humanos, Psicología, or Administración de Empresas. The department requires a range of competencies, including capacity for analysis and synthesis, excellent communication skills, excellent interpersonal relationships, capacity to develop and orient teams, leadership and motivation, capacity for negotiation, planning and administration of projects, leadership, decision-making, and problem-solving.
