Abstract
Belien Tadesse, COR/SUPPORT II, in April 2014. The project was implemented by Checchi and Company Consulting, Inc. under USAID Contract Number: AID-306-C-12-00012. The project's primary objective was to provide engineering quality assurance and logistical support to various infrastructure projects in Afghanistan. The EQUALS project was led by Dr. Charles Balina, Team Leader, and consisted of a team of experts, including Khalid Hoshang and Farid Mohammad Noor. The project's duration was approximately three months, from April 24, 2014, to July 29, 2014. The project's geographic focus was on various locations in Afghanistan, including Kabul, Kandahar, and Gardez. The project's main activities included providing quality assurance and logistical support to infrastructure projects, such as road construction, power transmission lines, and water supply systems. The project team conducted site visits, reviewed project documents, and provided technical assistance to project implementers. The project also focused on capacity building and training for Afghan engineers and technicians. The project's evaluation was conducted by the International Relief & Development (IRD) team, led by Dr. Charles Balina. The evaluation team used a mixed-methods approach, combining both quantitative and qualitative data collection and analysis methods. The evaluation team collected data from various sources, including project documents, site visits, and interviews with project stakeholders. The evaluation report presents the results of the performance evaluation, highlighting the project's achievements and challenges. The report notes that the project made significant contributions to the development of Afghanistan's infrastructure, particularly in the areas of road construction and power transmission. However, the report also identifies several challenges, including delays in project implementation, inadequate project management, and limited capacity building for Afghan engineers and technicians. The evaluation report provides several recommendations for future projects, including the need for improved project management, enhanced capacity building for Afghan engineers and technicians, and increased focus on sustainability and maintenance of infrastructure projects. The report also highlights the importance of collaboration and coordination among project stakeholders, including government agencies, NGOs, and private sector companies. The EQUALS project's evaluation report provides valuable insights into the project's achievements and challenges, highlighting the importance of effective project management, capacity building, and sustainability in infrastructure development projects. The report's recommendations provide a framework for future projects to build on the successes of the EQUALS project and address its challenges.
