Abstract
The alliance is composed of Peruvian technology and telecommunications companies, such as Yachay and CISCO, and financial sector companies, including MiBanco, Financiera Confianza, Microfinanzas Prisma, and Caja Los Andes. The project, also known as Alianza Crece, began on December 15, 2017, with a five-year perspective, until December 14, 2022. The current Plan of Work covers the third year of implementation, from January to December 2020. The 101 prioritized localities are located in areas of Alternative Development, with a focus on their strategic importance, population size, accessibility, and feasibility for development. During the third year of activities, the alliance will continue to develop actions to ensure the achievement of objectives, discontinuing those that are no longer relevant and incorporating new activities in response to challenges encountered during the previous period. The promoters of digital and financial services in the field will maintain a similar level of dedication (approximately 50%) for each of the main components. Component 1, Conectividad y Herramientas Digitales, aims to promote access and effective use of the Internet and TIC, facilitating the development of digital tools and services for the general population, small businesses, the financial sector, and public institutions. By the end of the project, it is expected to have a minimum of 15,000 paying Internet clients, 75,000 Internet users, and 10,000 digitally trained people. Activity 1.1, Operación de Telecentros, involves maintaining operational telecenters as spaces for training, information, events, and promotion of digital and financial services. This requires the promoters of the field to provide training and accompaniment to administrators (paid by municipalities) on topics such as telecenter management, training methodologies, community relations, monitoring, and others. Activity 1.2, Implementación de servicios de internet en localidades priorizadas, is the continuation of the "Fast Track," expanding telecommunications to reach the 101 prioritized localities, adding 41 localities to the 70 already reached through the "Fast Track." This action will be carried out by Yachay Telecomunicaciones, which proposes a business model that includes a change of technology for residential services. This alternative will be validated through a pilot in Curimaná. Activity 1.5, Diseño y validación de cursos de herramientas digitales y tecnológicas, involves adapting and validating the training kit for the course "Uso Productivo de las TIC" (generated in the framework of the project "Conectarse para Crecer" of the second year of the alliance), updating the contents and adjusting the methodology, with mechanisms for validation in the field. This is a two-hour presential course that aims to promote entrepreneurship through the productive use of the Internet from fixed and mobile devices, with different types of connections that include public WiFi access. The promoters of digital and financial services in the field will maintain a similar level of dedication (approximately 50%) for each of the main components. The activities will be carried out in coordination with the technological allies Yachay Telecomunicaciones and CISCO, taking into account the characteristics of the target groups and aspects of gender equity (LOE medium).
