Abstract
In 2014, the municipality began developing its Municipal Health Development Plan (PMDS) for the period 2013-2017. This plan was created in accordance with the Presidential Decree No. 84/11 of October 27, 2011, which instructed municipalities to develop their own health development plans. The PMDS aims to promote health and well-being in the municipality, with a focus on reducing poverty and improving the quality of life for its citizens. The plan is based on the National Health Development Plan (PNDS) 2012-2025 and is intended to support the development of the Provincial Health Development Plan (PPDS) for Luanda Province. The municipality has made significant progress in improving health services and reducing poverty. The introduction of the Municipalization of Health Services Program and the Integrated Rural Development and Poverty Reduction Program has led to increased access to health services and improved health outcomes. The mortality rate for mothers and children has decreased, and the average life expectancy of Angolans has increased. The PMDS 2013-2017 focuses on several key areas, including the prevention and control of diseases such as polio, malaria, HIV/AIDS, tuberculosis, and non-communicable diseases. The plan also includes projects to improve maternal and child health, promote healthy lifestyles, and develop the healthcare infrastructure. The municipality has established a team to work on the PMDS, which includes representatives from the Ministry of Health, the Provincial Directorate of Health, and other stakeholders. The team has conducted a situational analysis of the health situation in the municipality, which includes an assessment of the physical and demographic characteristics, institutional framework, social determinants of health, and health profile of the municipality. The PMDS 2013-2017 includes 44 projects, which are divided into several categories. These projects aim to improve the health and well-being of the citizens of Viana, with a focus on reducing poverty and improving the quality of life. The projects include initiatives to prevent and control diseases, improve maternal and child health, promote healthy lifestyles, and develop the healthcare infrastructure. The implementation of the PMDS 2013-2017 will require the involvement of various stakeholders, including the government, civil society, and the private sector. The plan will be implemented through a series of actions, including the provision of training and capacity-building programs for healthcare workers, the development of healthcare infrastructure, and the promotion of healthy lifestyles. The PMDS 2013-2017 is a critical component of the municipality's efforts to improve the health and well-being of its citizens. The plan provides a framework for the municipality to address the health needs of its citizens and to promote health and well-being in a sustainable and equitable manner. The municipality has established a team to oversee the implementation of the PMDS 2013-2017, which includes representatives from the Ministry of Health, the Provincial Directorate of Health, and other stakeholders. The team will be responsible for monitoring and evaluating the progress of the plan and making adjustments as necessary. The PMDS 2013-2017 is a comprehensive plan that aims to improve the health and well-being of the citizens of Viana. The plan provides a framework for the municipality to address the health needs of its citizens and to promote health and well-being in a sustainable and equitable manner.
