The Plano Municipal de Desenvolvimento Sanitário (PMDS) 2013-2017 of Longonjo aims to promote the fulfillment of the right to health enshrined in the Constitution, ensuring universal access to healthcare services, equity in attention, and improvement of management and financing mechanisms of the Municipal Health System.

Abstract
The PMDS seeks to offer quality, timely, and humanized services in the context of combating poverty and promoting the well-being of the population. The PMDS was developed based on the following priorities for sustainable health development in Longonjo: increasing life expectancy at birth, reducing maternal, infant, and child mortality, and improving the Human Development Index and achieving the Millennium Development Goals. The PMDS also aims to consolidate institutional capacity, particularly at the municipal and communal levels, and to expand the health network at all levels. Despite significant improvements in some health indicators in the municipality, Longonjo still has high incidence rates of infectious and parasitic diseases, including major endemic diseases, respiratory diseases, and diarrheal diseases. The municipality also has a moderate to low level of malnutrition among children under 5 years old, and there is a persistence of measles outbreaks, as well as uncontrolled chronic non-communicable diseases (CNCDs). Road traffic accidents are also a significant problem. The health needs and current problems faced by the municipality are mainly related to: (i) insufficient and weak maintenance of health units; (ii) a weak referral and counter-referral system; (iii) insufficient human and technical resources in healthcare; and (iv) inadequate management and financing of the Municipal Health System. The PMDS 2013-2017 of Longonjo is a fundamental document that aims to materialize the strategic orientations established in the "Angola 2025" Long-Term Development Strategy. The PMDS is a key instrument for promoting the development of the health sector in Longonjo, ensuring the fulfillment of the right to health, and improving the quality of life of the population. The PMDS has identified several key areas for intervention, including: (i) increasing access to healthcare services; (ii) improving the quality of healthcare services; (iii) strengthening the referral and counter-referral system; (iv) increasing the availability of human and technical resources in healthcare; and (v) improving the management and financing of the Municipal Health System. The PMDS also aims to promote the development of the health sector in Longonjo through the implementation of several programs and projects, including: (i) the Program for the Prevention and Control of Priority Diseases; (ii) the Program for Primary Care and Hospital Assistance; (iii) the Program for the Development of Human Resources in Healthcare; and (iv) the Program for the Development of the Health Network. The PMDS 2013-2017 of Longonjo is a comprehensive document that outlines the strategic orientations and priorities for the development of the health sector in the municipality. The PMDS aims to promote the fulfillment of the right to health, improve the quality of life of the population, and ensure the sustainability of the health sector in Longonjo.
