The Cadre Development and Training (CDAT) Activity co-facilitated the virtual sessions of the Atrocity Prevention (AP) course for USAID's Center for Conflict and Violence Prevention (CVP) staff from August 8-10, 2023.

Abstract
The AP course consists of a self-paced e-learning component and a three-day virtual instructor-led training (vILT). The course has three learning objectives: articulating the USG's Interagency approach to atrocity prevention, defining USAID's role in atrocity prevention, response, and recovery, and utilizing USAID's atrocity prevention approaches and strategies. The course delivery was facilitated by CDAT and CVP staff, with a total of 18 participants. Evaluation response rates were high, with 89% of participants completing the learning needs assessment (LNA) and 94% completing the end-of-course evaluation. All respondents reported being satisfied with the course overall and with the facilitators' knowledge of the subject matter. The evaluation results showed a significant increase in participants' ability to perform the key skills identified in the course learning objectives, with a 40% increase in articulating the USG's Interagency approach to atrocity prevention, a 46% increase in defining USAID's role in atrocity prevention, response, and recovery, and a 41% increase in utilizing USAID's atrocity prevention approaches and strategies. The course design was praised for its balance of time spent on prevention versus recovery and of presentation versus discussion. The facilitators' expertise and collaboration were also commended, as well as the knowledge and experiences of the participants. The virtual production was seamless, and the team suggested improvements for future deliveries, including establishing a standard team composition, mentoring less experienced CVP facilitators, and making minor courseware updates. Based on the evaluation results and facilitator feedback, CDAT recommends the following adjustments for future deliveries of the AP course: making minor courseware updates, creating a long-term development plan for CVP staff, and conducting a Pause and Reflect session after four deliveries to consider course revisions. Additionally, CDAT will remind participants by name before the workshop to complete the e-learning course, as only 8 of the 18 participants completed the e-learning component for this delivery. The demographic data for the LNA and end-of-course evaluation respondents showed a diverse group of participants, with 8 males and 8 females, and a mix of field office/mission and USAID/Washington staff. The majority of participants had 0-3 years of experience at USAID, and the most common sector focus was democracy, human rights, and governance. The participants came from various regions, including Africa, Asia, Europe and Eurasia, Latin America and the Caribbean, and the Middle East.
