Abstract
This manual is based on the Public Procurement Rules 2004 and international best practices to ensure value for money to SMEDA resources. The manual outlines the responsibilities of different divisions within SMEDA and builds on the recommendations made in the institutional assessment, which calls for the establishment of a procurement wing. Standard Bidding Documents have been developed for consulting services and procurement of goods, services, and works, referencing guidelines and bidding documents from the World Bank, Asian Development Bank, Pakistan Engineering Council, and Pakistan and Sindh Procurement Regulatory Authorities. The procurement manual is designed to provide a comprehensive framework for procurement processes, including the procurement of goods, services, and works.
