Abstract
The USAID Artisanal and Property Rights (AMPR) project aims to address this issue through the piloting of a Zone d'Exploitation Artisanale (ZEA) framework. The ZEA concept is foreseen in CAR's 2009 mining law but has never been applied in practice. The ZEA framework is designed to demarcate an area reserved for artisanal mining, providing a clear and transparent system for land and resource rights. This framework is expected to improve compliance with the Kimberley Process, a multi-stakeholder initiative aimed at preventing the trade of conflict diamonds. The USAID AMPR project has engaged with government and community stakeholders to develop a comprehensive approach to ZEA implementation. The project has identified key components, including the establishment of a Comité de Gestion de Zone d'Exploitation Artisanale (CGZEA), which will oversee the management of the ZEA. The project has also developed a plan for the implementation of the ZEA framework, which includes the demarcation of the ZEA area, the establishment of a system for tracking and monitoring artisanal mining activities, and the development of a plan for community development and economic activities. The USAID AMPR project has also engaged with the government to strengthen community resilience through peace-building and economic activities with women. The project has identified key areas for improvement, including the need for a clear and transparent system for land and resource rights, the need for a robust monitoring and evaluation system, and the need for a comprehensive approach to community development and economic activities. The project has also aimed to improve understanding of the gold sector in the CAR, which is a key component of the country's economy.
