Abstract
The program focuses on the rehabilitation and reconstruction of schools, health facilities, and water and sanitation (WatSan) systems. As of October 2011, the status of USAID-funded sub-projects under MRRP is as follows: in Swat District, 77 schools have been tendered, with work orders issued for 70 schools and 64 schools currently under construction. In Dir Lower District, 18 schools were originally tendered, but 10 contracts were rescinded due to high rates quoted by contractors. The remaining 8 schools are in the process of being retendered. In Buner District, 12 schools have been tendered, with work orders issued for 12 schools and 12 schools currently under construction. Regarding WatSan activities, a topographic survey for 10 water supply schemes in Buner District has been completed, and designs for 4 schemes are also complete. However, concerns have been raised regarding the implementation arrangement for WatSan schemes in Swat. In the health sector, an activity agreement for the proposed reconstruction of 5 Basic Health Units (BHUs) has been signed, and the necessary documentation for the Emergency Medical Facility (EMF) and design has been finalized. The program also includes monitoring and evaluation services for sub-projects funded by other donors, including the United Nations Habitat and Qatar Charity. These services are being provided by Al-Kasib Group of Engineering Services (AGES). The cumulative disbursement of milestones is as follows: 103 milestones in 60 schools have been completed and recommended for payment to the Pakistan Reconstruction and Rehabilitation Support Authority (PaRRSA). As of October 2011, a total amount of US$ 1.829 million has been disbursed, while the total accruals are US$ 2.35 million. During the reporting period, meetings were held among USAID officials, AGES representatives, and other stakeholders to discuss issues related to site management, procedural delays, and slow progress. Meetings were also held with the Secretary of the Communication and Works (C&W) department and the Director General of PaRRSA to discuss the progress of 24 schools to be completed by December 2011. Quality control operations continued, with full supervision covering testing of concrete cylinders, approval of materials sources, and implementing proper concreting procedures at sites. Construction problems and their resolutions were reported to USAID officials and other stakeholders, and site visit reports were prepared by field staff with photographic documentation. The program's progress is being closely monitored, and efforts are being made to expedite the completion of outstanding tasks.
