Abstract
The project is implemented in Côte d'Ivoire and aims to enhance the capacity of municipalities to provide sustainable water and sanitation services. The project's theory of change emphasizes the importance of strengthening the financial sustainability of water and sanitation services, improving operational reliability, and enhancing governance and management at the municipal level. The project's organization is structured around four domains of service: financial sustainability, operational reliability, governance and management, and regional learning and knowledge sharing. In the domain of financial sustainability, the project aims to improve the financial performance of water and sanitation services, enhance the capacity of service providers, and increase access to financial products for service providers and clients. This is achieved through tasks such as evaluating financial performance and commercial models, strengthening the capacity of water services, and providing financial support to the sanitation sector. In the domain of operational reliability, the project focuses on improving the operational reliability of water and sanitation services, enhancing the capacity of service providers, and increasing access to financial products for service providers and clients. This is achieved through tasks such as conducting market studies and client satisfaction surveys, developing tools and resources to support business processes, and improving service delivery and quality. In the domain of governance and management, the project aims to improve the governance and management capacity of the water and sanitation sector at the municipal level. This is achieved through tasks such as implementing the Institutional Strengthening Index (ISI), strengthening the capacity of municipalities in planning and budgeting, and supporting collaboration between central and municipal levels. In the domain of regional learning and knowledge sharing, the project focuses on sharing knowledge and best practices among project stakeholders. This is achieved through tasks such as documenting lessons learned, documenting investment opportunities, and implementing a communication and sensitization strategy. The project's implementation is supported by a team of experts from Tetra Tech, who work closely with local stakeholders to achieve the project's objectives. The project's progress is monitored and evaluated regularly to ensure that it is on track to meet its goals. The project's geographic focus is on Côte d'Ivoire, with a specific emphasis on improving municipal services in the country. The project's timeframes are set for the period of 2020-2021, with a focus on achieving specific objectives and outcomes during this period. The project's recommendations are based on the analysis of the project's progress and outcomes. The recommendations aim to enhance the project's impact and sustainability, and to ensure that the project's objectives are met. The recommendations include strengthening the project's governance and management capacity, improving the project's financial sustainability, and enhancing the project's operational reliability. Overall, the Muniwash project is a comprehensive initiative that aims to improve municipal services in Côte d'Ivoire.
