Abstract
The Scorecard is comprised of nine key themes, with an affiliated 21 sub-themes, and over 100 policy indicators. These themes and indicators are summarized in a table, which outlines the number of indicators in each theme. The Scorecard is designed for electronic use via Microsoft Excel, and users are required to conduct a policy gathering exercise to collect national-level policy documents pertaining to various aspects of the national health system. The collected policy documents should adhere to specific selection criteria, including being a national-level document from a national ministry or entity, and being an active policy document currently in effect in the country. Users are then required to identify and develop a comprehensive list of key policy actors, including government ministries, international organizations, and national civil society organizations actively involved in strengthening the policy environment for family planning and reproductive health. The reviewer will then organize a list of these organizations and collect key policy documents that are not available online. The Scorecard is designed to be used offline, and users will provide a single answer to each policy indicator question listed under the theme. Users will indicate whether each policy indicator is applicable to their context at the national level, and if the policy exists at the national level. Users are also required to provide a brief explanation for their answers, including the policy reference number code and page number if applicable. The Scorecard grading system assigns an overall score to a specific thematic area based on the responses regarding the applicability and existence status of each policy indicator. When indicators are marked as not applicable within a specific country's context, the Scorecard calculates the most accurate results by selecting 'No' for the question 'Does the policy exist at the national level?' in Column H. The Scorecard is designed to be used by policy actors, including government ministries, international organizations, and national civil society organizations, to assess the resiliency of a country's national family planning and reproductive health policy environment.
