Abstract
The project is focused on property rights and artisanal diamond development in Côte d'Ivoire and the Central African Republic. The report is prepared by Tetra Tech for the United States Agency for International Development (USAID) under the Strengthening Tenure and Resource Rights (STARR) Indefinite Quantity Contract (IQC). The PRADD II approach emphasizes the importance of property rights clarification and formalization, strengthening Kimberley Process Certification Scheme (KPCS) compliance and artisanal small-scale mining (ASM) governance, and sustainable economic development in artisanal diamond mining (ASDM) communities. The project aims to improve the livelihoods of artisanal diamond miners and their families by promoting responsible and sustainable mining practices. In Côte d'Ivoire, the project has made significant progress in clarifying property rights and formalizing artisanal diamond mining associations. The project has also strengthened KPCS compliance and ASM governance through training and support to monitoring committees at the national and local levels. Additionally, the project has implemented sustainable economic development activities in ASDM communities, including the establishment of demonstration plots and the provision of training and equipment to farmers. In the Central African Republic, the project has provided institutional and technical assistance to the Central African authorities involved in the implementation of the operational framework of the KPCS. The project has also developed a data collection methodology and a system for managing production and marketing data for the implementation of the operational framework of the KPCS. Furthermore, the project has trained and supported monitoring committees at the national and local levels for the preservation of peace in compliant zones. The project has also made progress in general and regional support to the KPCS, including partnerships with civil society organizations and the implementation of a gender strategy. The project has also conducted monitoring and evaluation activities, including the collection of data on rough diamond production and exports in Côte d'Ivoire. The project has a number of indicators to measure its performance, including the number of artisanal diamond miners formally registered as associations, the number of monitoring committees trained and supported, and the amount of rough diamond production and exports. The project also has a number of staffing positions, including a project manager, a deputy project manager, and a monitoring and evaluation coordinator. Overall, the PRADD II project has made significant progress in promoting responsible and sustainable artisanal diamond mining practices in Côte d'Ivoire and the Central African Republic. The project has improved the livelihoods of artisanal diamond miners and their families and has contributed to the restoration of peace and security in compliant zones.
