Abstract
The project consists of three distinct sets of activities: immediate initiation of park or protected area activities in two selected pilot areas, building the conceptual, legal, financial, and institutional foundations for the System, and providing a management unit to coordinate the different activities. The project's implementation will be carried out in accordance with the terms of the agreement between the Government of Jamaica and the United States of America, acting through the Agency for International Development (AID). AID will provide a grant of not more than $550,000 to the Government of Jamaica to support the project. The grant will be used to finance foreign exchange costs and local currency costs of goods and services required for the project. The Government of Jamaica agrees to provide or cause to be provided for the project all funds and other resources required to carry out the project effectively and in a timely manner. The resources provided by the Government of Jamaica for the project will be not less than the equivalent of $970,608, including costs borne on an "as-is" basis. The project assistance completion date (PACD) is November 19, 1992, unless the parties agree in writing to a different date. Prior to the first disbursement under the grant, the Government of Jamaica must provide AID with satisfactory documentation, including an opinion of counsel acceptable to AID, that the agreement has been duly authorized and ratified by, and executed on behalf of, the Government of Jamaica, and that it constitutes a valid and binding agreement of the Government of Jamaica in accordance with all of its terms. The Government of Jamaica must also provide a statement of the persons, officials, or agents in the service of the Government of Jamaica specified in Section 8.1, and any additional representatives, together with a specimen signature of each person specified in such statement. After satisfaction of the conditions precedent, the Government of Jamaica may obtain disbursements of funds under the grant for foreign exchange costs of goods and services required for the project in accordance with the terms of the agreement. The Government of Jamaica may obtain disbursements by submitting requests to AID, with necessary supporting documentation as prescribed in Project Implementation Letters, or by requesting AID to procure goods or services on its behalf, or by requesting AID to issue Letters of Commitment to banks, satisfactory to AID, committing AID to reimburse such bank or banks for payments made by them to contractors or suppliers, under Letters of Credit or otherwise, for such goods or services, or by directly committing to pay such contractors or suppliers for such goods or services.
