Abstract
The BetterTogether Challenge (BTC) cluster, implemented by Resonance, aimed to empower Venezuelans affected by the migration crisis. The cluster consisted of three activities: BTG4VM in Guyana, Shifting Power Dynamics in Panama, and WELCOME in Trinidad and Tobago. Initial needs assessments guided activity targets, design, and implementation. Performance monitoring strategies provided limited benefits for adaptation and learning, and were primarily used for reporting purposes. Financial concerns hindered participation in psychosocial activities, particularly among male migrants. Local implementation capacity in the Caribbean is low, and reliable partners are scarce, making it difficult to meet the needs of large and growing numbers of Venezuelan migrants. The BTC cluster faced challenges in scaling efforts to meet the needs of migrants. Coordination between partners and revitalized local service provider networks helped foster access to services for GBV survivors. Older male participants' attitudes and behaviors resulted in long-term attitudes that promote GBV perpetuation. The evaluation recommended increasing the number of psychosocial support sessions and using service data to refine case management. Providing temporary refuge for GBV survivors who use legal services would decrease the danger of living with a violent intimate partner. Addressing migrants' transportation and logistical needs would facilitate participation in GenDev-funded programs. Strengthening future GBV programming involves integrating strategies that promote local alliances between service providers and a network of services for GBV survivors. Housing assistance options for medium- to long-term housing would support migrants in becoming homeowners rather than tenants.
