Abstract
The Governments of Brazil and the United States have a long history of technical cooperation, dating back to the Agreement on Technical Cooperation in 1950, as amended, and a tradition of cooperation in trilateral development, most recently established by the Memorandum of Understanding between the Government of the United States and the Government of the Federative Republic of Brazil for the Implementation of Technical Cooperation Activities in Third Countries, signed in 2010. The Governments of Brazil and the United States have also concluded a Protocol of Intentions for the Expansion of Technical Cooperation Activities in Third Countries, signed in 2011, and a Memorandum of Understanding between the Government of the United States and the Federative Republic of Brazil for the Implementation of Technical Cooperation Activities in Third Countries to Improve Food Security, signed in 2012. The General Memorandum of Understanding on Trilateral Cooperation designates the United States Agency for International Development and the Brazilian Agency for Cooperation of the Ministry of External Relations as the coordinating agencies for development cooperation in third countries. The Governments of Brazil and Honduras have a long history of technical cooperation, established under the terms of the Basic Agreement on Scientific and Technical Cooperation, signed in 1976. The Government of the United States and the Government of Honduras have had a partnership for the economic development of Honduras for over fifty years. The experience and expertise of the Brazilian Agency for Cooperation of the Ministry of External Relations of Brazil, the United States Agency for International Development, and the Government of Honduras in implementing development cooperation is well established. The Governments intend to establish a non-exclusive framework of trilateral cooperation to promote the economic development of the agriculture sector, to coordinate efforts to promote joint technical cooperation activities in the Republic of Honduras, and to jointly and adequately publicize the results of cooperation under this Protocol. The Governments intend to coordinate efforts to promote joint technical cooperation activities in the Republic of Honduras, including improving agricultural competitiveness, nutrition and health, and renewable energy. The activities to be developed may include preparation of sectorial studies, sending technical experts, implementation of best practices, training of specialists, and other activities of mutual interest. The Governments intend to establish a joint technical committee to promote the achievement of the intentions expressed in this Protocol, to identify opportunities, to consider requests for cooperation, and for other mutually established purposes. The Governments intend to bear their own costs related to this Protocol and to present their cooperative activities in an equitable and favorable light, in accord with the communications policies and procedures of the Governments. The Governments designate the Ministry of Planning and External Cooperation, the Ministry of Agriculture and Livestock, the United States Agency for International Development, and the Brazilian Agency for Cooperation of the Ministry of External Relations as coordinators of the activities that may result from this Protocol.
