The indigenous community of Motilon-Bari resides in the Catatumbo region, located in the lower basin of the Catatumbo River and borders five municipalities in the CIMIENTOS department.

Abstract
The community has chosen to remain in their territory despite being affected by violence. Limited access to services provided by the State has further exacerbated the challenges faced by the community. The community's primary needs have been identified as education, healthcare, and increased participation in civic duties and government interaction. To address these needs, the CIMIENTOS program has collaborated with the leaders of the indigenous community to develop strategies for improving education. The program has invited the indigenous authorities to participate in the interinstitutional roundtable for education in the Department of Norte de Santander. The authorities have established their own strategies for developing educational institute programs for their schools. The CIMIENTOS program has provided the first aid to the community with the purpose of increasing and strengthening their participation. The aid offered to the Motilon-Bari community helps to establish the presence of the State in these territories, thereby increasing legitimacy for the Colombian Government in the community. The program aims to build legitimacy among the Colombian Government by creating closer bonds between national and local government in Motilon-Bari. The CIMIENTOS program has facilitated the participation of the indigenous community of Motilon-Bari in the interinstitutional roundtable for education in the Department of Norte de Santander. This initiative is expected to improve education outcomes for the community. Jesus Ashiricba, an indigenous teacher from Shubacbarina, has expressed his support for the project, stating that it benefits the boys and girls of the community. The collaboration between the CIMIENTOS program and the indigenous community of Motilon-Bari has the potential to improve the lives of the community members. By addressing their primary needs and increasing their participation in civic duties and government interaction, the program aims to establish a stronger presence of the State in the community and increase legitimacy for the Colombian Government.
