Abstract
Since its inception in 2009, OSINFOR has incorporated technologies and platforms to support and streamline supervision. However, the increasing requirements for supervision and the development of new technologies necessitate determining OSINFOR's current needs and incorporating new technologies to improve the quality of its services and the opportunity for intervention in areas of habilitating titles, without compromising the health and integrity of its servers. The present report aims to establish criteria, evaluation indicators, and values for the activities of supervision that contribute to quality results, thereby optimizing OSINFOR's supervision. The report focuses on the use of Information and Communication Technologies (TICs) to be incorporated into optimized supervision. The report is based on the following legal framework: the Presidential Resolution N°124-2018-OSINFOR, which approves the SGC-M1-REG-001-V.01 Regulation for the Supervision of Forest Resources and Wildlife; the Resolution of Jefatura N°001-2018-OSINFOR, which approves the following directives and guidelines: SGC-M1-DIR-003-V.01, SGC-M1-DIR-004-V.01, and the Guía de Uso Geosupervisor; and the Resolution of Jefatura N°003-2018-OSINFOR, which approves the Directiva SGC-M1-DIR-005-V.01 for the Elaboration, Implementation, and Follow-up of the Annual Supervision Plan and the Quinquennial Evaluation Program of the Organismo de Supervisión de los Recursos Forestales y de Fauna Silvestre. The report aims to establish criteria, evaluation indicators, and values for the supervision process for the conduct of optimized supervision of OSINFOR in the short term (2021) and medium term (2021-2024), mentioning some examples that could be used in the long term (>2024). The supervision process of OSINFOR involves the following objectives: supervising the compliance with obligations and duties acquired by the titleholder or permit holder, evaluating the implementation and compliance with activities declared in the Forest Management Plan (PMF), and conducting supervision through different modalities. The report describes the supervision process of OSINFOR, including the types and modalities of supervision, such as ordinary and extraordinary supervision, and the activities conducted during supervision, such as evaluating indicators of verification, conducting activities of exploitation, and assessing the impact on flora, fauna, water, and soil. The report also presents a table (Tabla N°1) that summarizes the supervision by modalities of access and the data obtained from them, including the type of forest product, sub-type of product, activities conducted, and data collected. The report concludes by emphasizing the importance of establishing criteria, evaluation indicators, and values for the supervision process to optimize the supervision of OSINFOR and improve the quality of its services.
