Abstract
One of these projects was the Ley que establece la adquisición directa de productos alimenticios, which proposed that all public institutions acquire food products directly from local small producers, without the requirements established by the Decreto Legislativo N° 1017, Ley de Contrataciones y Adquisiciones del Estado. This measure could contribute to the empowerment of women, particularly in their access to education, training, credit, and property. However, the project also highlighted the challenges faced by women in balancing their family and work life due to the lack of distribution of tasks within the household. Another project, the Ley de Seguridad Alimentaria nacional, proposed defining the national framework for a policy of food security, which would confer the rank of law to the DS 118-2002-PCM that creates the Comisión Multisectorial de Seguridad Alimentaria. This initiative aimed to promote the participation of women in the planning and decision-making processes related to food security, making visible their role in the economic, social, political, and cultural development of the region. The Ley que promueve la inclusión social de los pequeños productores de alpaca, ovino y quinua proposed modifying the article 2 of the Ley 27767, Ley del Programa Nacional Complementario de Asistencia Alimentaria, establishing that all programs of social support for food security, created or to be created, would acquire quinoa, charqui, chalona, and other products. This project aimed to promote the participation of women in the productive sector, recognizing their rights and promoting their autonomy. The Ley que ordena y modifica el Régimen Laboral Especial de la MYPE y el Régimen Laboral Especial del sector agrario proposed modifying the articles 37, 38, 39, 41, 55, and the Seventh Disposition Complementaria and Final of the Decreto Legislativo 1086, Ley de Promoción de la Competividad, Formalización y Desarrollo de la Micro y Pequeña Empresa y del Acceso al Empleo Decente. This project aimed to eliminate the labor conditions that affect women micro-entrepreneurs, who work in more than 70% of cases as unpaid domestic work, without the protection of labor rights. The Ley que modifica el artículo 7 de la ley de promoción del desarrollo de los mercados de productores agropecuarios proposed incorporating the articles 7-A and 7-B and modifying the article 7 of the Ley 29676, Ley de Promoción del Desarrollo de los Mercados Productores Agropecuarios. This project aimed to promote the capacity of women entrepreneurs, in conditions of equality, and to counteract the gender gaps that limit their progress towards equality. The Ley que declara de necesidad pública y preferente interés nacional como alternativa eco turística y vivencial “la ruta del café” proposed promoting the articulation of the development of the coffee production process with the knowledge of the entire process of production, positioning the product in the local market and providing the opportunity to make it known in the exterior. This initiative aimed to promote the participation of women in the tourism sector, particularly in the north, nororiente, center, and south of the country, where around 75,000 women are involved in the cultivation of coffee.
