Abstract
The GOI Agency for Development and Application of Technology (BPPT) will implement the project with the help of a general contractor and a long-term advisor. To develop PERL"s capability to conduct applied research and development, support energy-related Indonesian industry, and assess potential energy technologies, extensive technical assistance (TA) will be provided during early project years. In addition, U.S. Ph.D. training will be provided to 5 PERL employees and U.S. or third country M.S. training to 11 employees; 25 other employees will receive a year of U.S. nonacademic on-the-job training; and 15 person-years of seminars and exchange visits will be funded. PERL will undertake 50 research projects through cooperative grants to Indonesian universities. Its primary activity, however, will be to develop new energy technologies needed for Indonesian industrial development. The project will fund the purchase of U.S. equipment and TA to help PERL develop Indonesian energy processes and products and it will equip an analytical laboratory and a general support workshop at PERL. Emphasis will be on coal, biomass, and solar energy systems; limited investigations will be made in other areas, especially corrosion of materials and heat transfer. Joint ventures between U.S. manufacturers and the Indonesian private sector for ultimate Indonesian production of these systems will be encouraged. At least 10 new systems will be field-tested. PERL will also conduct at least 20 social, economic, and technical analyses to determine national energy technology strategies and programs and to assess the effectiveness of specific projects and programs. To this end, the project will fund short-term consultancies; provide PERL with a small computer; and establish and equip a technical library. Finally, BPPT will conduct a study of the infrastructure and technology upgrading needed to mine and transport 16 million tons of coal by 1989. Project Paper Amendment No. 1 of 3/29/85 finances a 2-year cooperative program under which the U.S. National Academy of Science will provide assistance to the Indonesian Office of the Minister of State for Research and Technology in the areas of biotechnology, renewable marine resource development, and science and technology management and policy.
