Abstract
The tool is intended to support health facilities in identifying areas for improvement and implementing quality improvement initiatives. The QI Tool consists of eight domains, each with a set of indicators and criteria for assessment. The domains include infrastructure, protocol/guideline, drugs, equipment and supplies, forms/records, laboratory test, training/refresher training, and human resources. Infrastructure is a critical component of health care delivery, and the QI Tool assesses the availability and functionality of essential infrastructure, including clean running water supply, energy infrastructure, and designated areas for receiving and caring for sick newborns and children. Protocol/guideline is another essential aspect of health care delivery, and the QI Tool evaluates the availability and accessibility of written protocols and guidelines for essential care of newborns, essential care for small babies, newborn resuscitation, IMNCI, breastfeeding protocol, and sharing information and concern for maltreatment cases. Drugs are a critical component of health care delivery, and the QI Tool assesses the availability and expiration dates of essential drugs, including paracetamol, amoxicillin, antibiotics, antimalarial drugs, ORS, RUDF/Micronutrient Powder, and other essential medications. Equipment and supplies are also essential for health care delivery, and the QI Tool evaluates the availability and functionality of essential equipment and supplies, including clean delivery kits, measuring equipment for height or length, baby weighing machines, pediatric stethoscopes, thermometers, suction equipment, and other essential equipment. Forms/records are critical for documenting patient information and tracking health care services, and the QI Tool assesses the availability and completeness of essential forms and records, including clinic registers, immunization registers, birth and death registers, IMNCI treatment record forms, growth monitoring and immunization records, referral forms, counter referral forms, death reporting forms, and other essential forms. Laboratory test is an essential component of health care delivery, and the QI Tool evaluates the availability and functionality of essential laboratory tests, including Hb test, malaria test, HIV test, urinalysis, and blood glucose measurement. Training/refresher training is critical for ensuring that health care providers have the necessary skills and knowledge to provide high-quality care, and the QI Tool assesses the availability and participation of staff in training and refresher training programs during the past 12 months. Human resources are a critical component of health care delivery, and the QI Tool evaluates the availability and qualifications of health care providers, including doctors, nurses, and other support staff.
