Abstract
The QASP is developed in accordance with the requirements listed in Section E.3 and F.5 of the contract. Kaizen has extensive experience implementing USAID-funded programs and employs a basic SMART approach to establishing deliverable targets for its team. This approach ensures that ODA includes outputs and results that are Specific, Measurable, Attainable, Realistic, and Timely. Kaizen has a strong track record of implementing quality control methodologies for both programmatic issues and technical oversight and will tailor its SMART approach to the OD Activity and the Ugandan context. The purpose of the QASP is to describe the systematic methods used to assure quality of deliverables and monitor performance. The QASP provides a means to evaluate if the contractor is meeting performance standards/quality levels and to ensure that the government pays only for the level of services received. Kaizen utilizes USG tools as well as Kaizen-developed tools to test effective systems and procedures to manage projects providing levels of support and engagement, while focusing on building the capacity of its team for effective leadership and management. Kaizen has a three-tiered control structure to ensure every deliverable adheres to the highest quality standards and meets or exceeds the expectation of its clients. The first tier involves deliverables being prepared by Kaizen's ODA technical staff in close collaboration with the Program Manager (PM). The second tier involves the HO-based PM and two Program Management Coordinators (PCs) providing informed programmatic and technical guidance as appropriate. The third tier involves the Kaizen Technical Director reviewing and providing technical scrutiny on all final draft deliverables prior to submission. The QASP is created to provide USAID/Uganda surveillance oversight of Kaizen's quality control efforts to assure that they are timely, effective, and are delivering the results specified in the contract. Kaizen will use this document to guide and rigorously document the implementation of the required management and quality control actions to achieve the specified results. The QASP is a living document that will be augmented with input/approval from USAID on an ongoing basis. Kaizen has maintained its commitment to provide premium quality services to its clients, as confirmed by feedback received from USAID/Uganda. The company employs a three-tiered quality management structure to ensure every deliverable adheres to the highest quality standards and meets or exceeds the expectation of its clients. The QASP provides a comprehensive overview of the measures to be undertaken by Kaizen, its subcontractors, and staff to continue to ensure high-quality, relevant, tailored technical assistance in support of the Uganda Organizational Development Activity (ODA).
