Abstract
The plan is designed to ensure that Palladium meets the terms of the contract and that the project achieves its objectives. The plan recognizes that unforeseen and uncontrollable situations may occur and that it is a "living document" that may be reviewed and revised on a regular basis by USAID. The two primary points of contact for issues pertaining to quality assurance are COP Richard Dvorin and Home Office Project Director Amanda Fernandez, who will consult with Palladium's in-house Contracts and Compliance Team and coordinate with the assigned USAID Contracting Officer (CO) and Contracting Officer's Representative (COR). The plan outlines the responsibilities of the COP, COR, and Palladium's staff in ensuring the quality of the project. The COP and COR will conduct monthly progress review meetings to discuss issues and concerns, review performance assessment data, and project future trends. Palladium will implement actions to improve efficiency and reduce risk based on the results of these meetings. The plan also outlines the procedures for dispute resolution, including the use of a decision table to determine who is at fault when unacceptable performance occurs. The COR will inform Palladium in writing of any unacceptable performance and require a corrective action plan to document how Palladium will correct the performance and avoid a recurrence. The plan outlines the methods of surveillance that the COR will use to administer the QASP, including direct observation, site visits, periodic inspections, progress or status meetings, analysis of reports, and customer and partner feedback.
