Enhanced coordination among the public, non-profit, and commercial sectors for reliable supply and distribution of quality health products was a key achievement during Quarter 3.

Abstract
This was formalized through a ministerial decision establishing the Total Market Approach (TMA) Technical Working Group (TWG). The TMA TWG, led by the General Secretariat of the Ministry of Public Health (MOPH), consists of members with a three-year mandate starting from June 2021. Their roles include providing consultative support in the development of the health commodities market across the three sectors: public, private for-profit, and non-profit. Strengthened capacity of the Government of Madagascar (GOM) to sustainably provide quality health products to the Malagasy people was another significant achievement. This was achieved through various interventions, including the expansion of the commercial health sector to serve new health product markets according to health needs and consumer demand. The GOM's capacity was also enhanced through the implementation of the Intermediate Result (IR) 2, which aimed to strengthen the GOM's ability to sustainably provide quality health products. The commercial health sector played a crucial role in expanding its engagement to serve new health product markets. This was achieved through the implementation of the IR 3, which aimed to increase the commercial health sector's engagement in serving new health product markets according to health needs and consumer demand. The expansion of the commercial health sector led to increased access to quality health products for the Malagasy people. Improved sustainability of social marketing to deliver affordable and accessible health products to the Malagasy people was another key achievement. This was achieved through the implementation of the IR 4, which aimed to improve the sustainability of social marketing. The IR 4 focused on increasing the demand for and use of health products among the Malagasy people, which led to improved health outcomes. Increased demand for and use of health products among the Malagasy people was a significant achievement during Quarter 3. This was achieved through the implementation of the IR 5, which aimed to increase the demand for and use of health products. The IR 5 focused on increasing access to quality health products, improving health outcomes, and enhancing the capacity of the GOM to sustainably provide quality health products. Cross-cutting activities, including Gender and Social Inclusion (GESI) and Monitoring, Evaluation, Research, and Learning (MEL), were also implemented during Quarter 3. The GESI activities aimed to promote gender equality and social inclusion in the health sector, while the MEL activities aimed to monitor and evaluate the progress of the project. The cross-cutting activities ensured that the project was implemented in a way that was inclusive, equitable, and responsive to the needs of the Malagasy people. Major activities planned for the next quarter (Year 3, July – September 2021) included the continuation of the TMA TWG, expansion of the commercial health sector, and implementation of the IR 4 and IR 5. The activities planned for the next quarter aimed to build on the achievements of Quarter 3 and ensure that the project continued to make progress towards its objectives. The COVID-19 response and support to COVID-19 vaccination activities were also ongoing during Quarter 3. The project implemented various activities to support the COVID-19 response, including the provision of personal protective equipment (PPE) and the implementation of infection prevention and control (IPC) measures. The financial summary for Quarter 3 showed that the project had made significant progress in terms of expenditure. The project had spent a total of $X million during Quarter 3, which was within the approved budget. The financial summary also showed that the project had a strong financial position, with sufficient funds to continue implementing its activities. In conclusion, Quarter 3 was a significant period for the project, with several key achievements and milestones reached. The project continued to make progress towards its objectives, and the achievements of Quarter 3 laid the foundation for the success of the project in the coming quarters.
