The Dufatanye Kubaka Ubutabera (DKU) Activity, implemented by the Legal Aid Forum (LAF) in partnership with USAID/Rwanda, aimed to improve access to justice for vulnerable populations in Rwanda.

Abstract
The activity focused on providing legal consultation, mediation, orientation, and referrals to individuals in need. During the third quarter of fiscal year 2023, DKU operated a Mobile Legal Aid Clinic, extending its services to 216 individuals. DKU lawyers handled 50 new cases, provided early legal aid to 38 individuals in the pretrial phase, and addressed 127 legal matters concerning detainees and prisoners across four target prisons. Additionally, DKU provided DNA services to 4 vulnerable women. The legal aid call center legal officers gave legal advice to 177 people, while 800 detainees and prisoners received education on their rights. Capacity-building initiatives were also a key component of the activity. DKU trained 300 Abunzi in mediation techniques and gender equality and social inclusion (GESI) awareness. The project also facilitated 66 therapeutic groups benefiting 990 "MVURA-NKUVURE" members in Gicumbi, Nyagatare, Nyarugenge, and Rwamagana prisons. Furthermore, DKU supported 287 prisoners and detainees through one-on-one therapeutic sessions. The activity also focused on strengthening Abunzi's capacity through monitoring, coaching, and mentoring. Abunzi were trained on key laws and GESI awareness, with 300 participants attending the training. The training resulted in a significant increase in knowledge and understanding of the law, with 80% of participants showing improvement in their pre- and post-test results. The activity also made significant progress in terms of outreach and awareness-raising. DKU provided legal education and awareness-raising through various platforms, including USSD, IVR, and 1022. The project also conducted radio and TV shows, reaching an estimated 1.5 million people. Additionally, DKU provided legal advice, orientation, and referral services to 177 people through the legal aid call center. The activity's impact was also measured through various indicators, including the number of prisoners and detainees enrolled in MVURA-NKUVURE groups, the number of legal services provided to citizens, and the number of cases supported by category. The activity's success was also attributed to its strong partnerships with various stakeholders, including the Rwanda Correctional Service, the Rwanda Investigation Bureau, and the Ministry of Justice. Overall, the DKU Activity made significant progress in improving access to justice for vulnerable populations in Rwanda during the third quarter of fiscal year 2023. The activity's focus on capacity-building, outreach, and awareness-raising resulted in significant improvements in knowledge, understanding, and access to justice for the target population.
