Abstract
The report is prepared by CDM International Inc. in association with National Development Consultants for review by the United States Agency for International Development (USAID). The contents of the report are the sole responsibility of CDM International Inc. and do not necessarily reflect the views of USAID or the United States Government. The EIMS project is focused on monitoring and evaluating the progress of energy infrastructure projects in Pakistan, including the Kurram Tangi Dam Project (KTDP) Stage 1, Mangla Dam Rehabilitation Project (MDRP), and Tarbela Dam Repair and Maintenance Project Phase II (TDRP). The report highlights the progress made during the quarter, including site inspections, progress monitoring, milestone certifications, and stakeholder meetings. The EIMS team conducted seven site visits during the quarter, including one to KTDP Stage 1 and three each to the MDRP and TDRP sites. Based on the review of available documents and physical inspection on-site, two MDRP milestones were certified and amounted to USD $4,500,000. At KTDP Stage 1, site activities are progressing, but at a slow pace due to prevailing site security situation or other administrative and technical delays. The overall physical progress for civil and electrical and mechanical (E&M) works at KTDP Stage 1 stands at 77.39 percent at the end of the reporting quarter. The EIMS team is liaising and coordinating with WAPDA to finalize the milestone replacement/realignment process. At MDRP, Units 5 and 6 are operational, and the overall physical progress for civil and E&M works stands at 95.45 percent. Units 1 and 2 are also operational, with an overall physical progress of 92.31 percent. The EIMS team has certified two MDRP milestones, amounting to USD $4,500,000. The EIMS team has also conducted site visits to TDRP, where the overall physical progress for civil and E&M works stands at 85.71 percent. The team has identified several implementation challenges, including delays in the completion of milestones and issues related to the procurement of equipment. The report highlights the importance of monitoring and evaluation in ensuring the successful implementation of energy infrastructure projects. The EIMS team will continue to monitor the progress of the projects and provide regular updates to USAID. The EIMS project is a critical component of the USAID's energy sector development program in Pakistan. The project aims to improve the efficiency and effectiveness of energy infrastructure projects, ensuring that they are implemented on time, within budget, and to the required quality standards. The report provides a comprehensive overview of the progress made during the quarter, highlighting the achievements and challenges faced by the EIMS team. The report also provides recommendations for the next quarter, including the need to finalize the milestone replacement/realignment process and to address the implementation challenges identified during the quarter. The EIMS project is a collaborative effort between CDM International Inc., National Development Consultants, and USAID. The project is funded by USAID and is implemented in partnership with the Water and Power Development Authority (WAPDA) and other stakeholders. The report highlights the importance of collaboration and coordination among stakeholders in ensuring the successful implementation of energy infrastructure projects. The EIMS team will continue to work closely with WAPDA and other stakeholders to ensure that the projects are implemented on time, within budget, and to the required quality standards.
