Pathways to Resilience (P2R) is an emergency food security activity funded by USAID/Bureau for Humanitarian Assistance (BHA) in South Sudan and implemented by Catholic Relief Services (CRS) in partnership with Vétérinaires sans Frontières Germany (VSFG).

Abstract
The activity covers two states in South Sudan: Jonglei (Duk and Akobo counties) and Eastern Equatoria (Kapoeta North and Budi counties). P2R responds to the needs of host and returnee populations who have experienced decades of conflict and other natural shocks/stressors in Jonglei and Eastern Equatoria States (EES). P2R pivots between emergency response, recovery, and resilience-building based on the rapidly changing livelihoods status of participants and adapts its response to the evolving needs of targeted communities. Key programming components of P2R include livelihoods/income generation activities, social cohesion programming, and building government and community capacity targeted at food insecure communities. During the reporting period (April-June 2021), both EES and Jonglei experienced security challenges and threats to humanitarian organizations. These involved threats and assault of humanitarian workers and disruption of humanitarian activities in Torit, EES by the Monyomijji youth group and the killing of a humanitarian worker in Budi, EES. Intercommunal violence typified by cattle raiding and revenge killings and opportunistic roadside attacks also limited road movement to P2R activity sites and hindered transport of supplies. Continued flooding in Duk County of Jonglei and the onset of the rainy season has severely limited overland transportation and disrupted scheduled flights due to flooded air strips. P2R managed to access some activity sites in Duk by charter flights, though delivery of agricultural and fisheries inputs through the logistics cluster was delayed. Budi and Kapoeta North were generally accessible except the route around camp 15 in Budi where fatal ambushes are common. The insecurity and access constraint anticipated to continue in the coming quarter. The activity reached 39,144 (12,741 Male and 26,403 Female) individuals against a quarterly target of 28,900 individuals. The following table presents unique participants by Activity modalities as presented in the Activity Overview Table in the P2R proposal. Agriculture training reached 35,850 individuals, vocational training reached 8 individuals, savings and lending group support reached 1,002 individuals, essential nutrition support services reached 1,980 individuals, gender, youth, social cohesion reached 100 individuals, disaster risk reduction reached 132 individuals, and rapid response fund reached 0 individuals. P2R conducted training of trainers (TOT) for 50 P2R staff and community mobilizers and 48 stakeholders from Budi, Kapoeta North, and Duk Payam authority leaders on social cohesion using the 3B methodology: Binding, Bonding, and Bridging, and trauma awareness and healing. These trainings introduced field staff and stakeholders to understand social cohesion 3Bs concept, analyze conflicts, and integrate the 3B frameworks in building relationships at different levels. The training enabled participants to ensure that the 3B approaches were to be used in addressing issues in the community. The TOT enabled participants to gain knowledge and skills to understand the adverse effect of trauma and approaches for self-healing, stress, and traumatic situations in an acceptable manner. The overachievement was due to the training being extended to all P2R staff and key state and county stakeholders. P2R submitted a modification to USAID-BHA to reflect a change in modality for Disaster Risk Reduction (DRR) interventions from Food for Assets (FFA) to Cash for Assets (CFA) in targeting 19,396 participants in year 1 and 26,489 in year 2 based on findings from rapid market assessment. To ensure accurate tracking of this intervention, P2R contracted WFP to use its SCOPE2 registration and cash disbursement to DRR P2R activity participants. The service agreement was signed, and WFP plans to train P2R staff and registration clerks in the next quarter starting with Budi County, which conducted identification and mobilization activities. CRS also agreed with WFP to deploy different SCOPE technologies in Kapoeta North and Akobo in consultation with BHA-USAID.
