Abstract
The CNA's efforts focused on improving organizational effectiveness, improving technical competence, and promoting transparency and citizen culture. To improve organizational effectiveness, the CNA developed handbooks and policies to enhance institutional operability. These included the accounting handbook, policies for administrative procedures, and a communications strategy. The CNA also established a dialogue with the government and promoted citizen responsibility regarding corruption. The CNA's efforts to improve technical competence involved strengthening personnel institutional competencies. This included training events, such as a training event on money laundering, and the implementation of social oversight processes. The CNA also established relationships with civil society actors and government entities to transfer competencies and good practices. The CNA's activities to promote transparency and citizen culture included the development of programs, such as the program for the promotion of values and citizen culture in Honduran children, and the internship program for external populations. The CNA also implemented measures against corruption, including the creation of a program for the reinforcement of ethics and transparency. The CNA's efforts were influenced by the national context, which included the Pandora case, a high-profile corruption case involving the diversion of funds from the budget of the Ministry of Agriculture and Livestock. The case was reported by the CNA, the Public Ministry, and the Public Ministry's Technical Agency for Criminal Investigations. The case involved 38 individuals accused of corruption, abuse of power, and influence peddling. The CNA also followed up on the Lady's Petty Cash case, which involved a former first lady accused of illegal appropriation and fraud. The case was suspended due to appeals filed by the accused's legal representatives. The CNA's activities were also influenced by the preparation of a great national dialogue, which involved 18 meetings held over six months. The dialogue aimed to address issues related to the 2017 electoral process, human rights, and the reinforcement of the rule of law. The CNA's efforts were recognized by the United Nations Organization, which continued to facilitate the organization of the dialogue and propose mediators to propose mediators to political representatives. The CNA's activities were also supported by the United States Embassy, which praised the work and commitment of the Judicial Power and the Public Ministry of Honduras in the Pandora case. The CNA's activities during the first quarter of the second year of the Activity Against Corruption and Impunity were focused on improving organizational effectiveness, improving technical competence, and promoting transparency and citizen culture.
