Abstract
The grant was extended to 31 July 2012. The total contributions under this grant were 7.9 million USD in September 2007, 7.075 million USD in September 2008, 5.0 million USD in March 2008, 3.0 million USD in March 2009, and 39.3 million USD in September 2009, with a requirement to be fully obligated by 31 December 2010. WFP also received contributions from Food for Peace (FFP): 8,261,700 USD in April 2007, 8,118,000 USD in June 2007, 696,000 USD in May 2008, 6,381,900 USD in March 2009, and 12,714,400 USD in March 2009. The grant was meant to support WFP food for work (FWF), food for training (FFT), life skills (LS), and assistance to vulnerable groups (AVG) in the West Bank and Gaza Strip. Starting in September 2008, beneficiaries under the FFW and FFT programs were shifted to the Assistance to Vulnerable Groups program. This program is implemented in partnership with two US PVOs, CHF International and Catholic Relief Services (CRS), which received certification under US regulations to operate in Palestine. The implementation of this grant is governed by several rules and regulations, including USAID WB/Gaza Mission Order 21 on anti-terrorism procedures, the standard implementation procedure for USAID-supported food activities under the WFP's Protracted Relief and Recovery Operation (PRRO), and the SIP, which was updated in February 2010 to account for changes in the program structure. Prohibition on financial assistance to the Palestinian Authority and value-added tax and duties are also applicable. During the reporting period, WFP and CHF continued to conduct random and targeted visits for the verification of beneficiaries and cleaning the beneficiary list. Beneficiaries were informed of coupon distribution dates and locations through SMS messaging and direct household visits. In the West Bank, 149 localities were reached in the reporting period, with a total of 113,789 beneficiaries. The total metric tons of food commodities distributed to beneficiaries in the West Bank were 3,133. In Gaza, 32 localities were reached in the reporting period, with a total of 135,979 beneficiaries. The total metric tons of food commodities distributed to beneficiaries in Gaza were 5,964. The total beneficiary caseload for this reporting period was 198,768, with some beneficiaries being assisted twice due to the implementation of parts of two cycles during the period.
