The USAID/Dominican Republic Monitoring, Evaluation, and Learning (MEL) Platform's activities from October 1 to December 31, 2019, are summarized in this quarterly report.

Abstract
The report highlights the completion of the Latin American Public Opinion Project (LAPOP) survey in the Dominican Republic, finalization of the sector assessment for Development Objective (DO) 3, and submission of the baseline assessment in support of the youth, education, and security (YES) activities within DO1. The MEL Platform provided technical guidance in the review of indicator data in the Quarterly Data Registry (QDR), and in the revision of the operational definitions of indicators and their disaggregation with each Agreement Officer's Representative/Contracting Officer's Representative (AOR/COR). The team also reviewed the Integrated Marine Ecosystem Management Program (IMEM) MEL Plan, providing guidance on proposed indicators, data collection and collation forms, and data flow architecture. The MEL Platform supported the implementation of the QDR, ensuring the utilization of work aids related to the QDR, including a tracking sheet to monitor project/activity management tasks. The team also assisted the new Program Development Specialist in adjusting and utilizing the tab in the QDR Excel workbook, which replicates the current Performance Plan and Report (PPR). Planned activities in support of enhanced activity monitoring and rapid assessments were postponed in agreement with USAID. However, the MEL Platform conducted a Gender and Inclusive Development assessment for the Mission, in support of the design of a new CDCS. The team also provided further support in drafting a summary version of the report on the "Access to HIV-AIDS Preventive and Clinical Services for PEPFAR Prioritized Populations Study" and translated the document into Spanish. The MEL Platform's activities during this quarter demonstrate its commitment to supporting USAID/DR in developing and reviewing MEL plans, implementing the QDR, conducting field monitoring and rapid assessments of activities' performance, and supporting data quality assessments. The team's technical guidance and support have been instrumental in ensuring the effective implementation of USAID/DR's programs and activities. The MEL Platform's work in this quarter has contributed to the achievement of several key outcomes, including the completion of the LAPOP survey, finalization of the sector assessment for DO3, and submission of the baseline assessment in support of the YES activities within DO1. The team's efforts have also supported the development of the IMEM MEL Plan and the implementation of the QDR. The MEL Platform's activities during this quarter have been guided by the approved Year 4 Work Plan, which outlines the team's objectives and deliverables for the quarter. The team's progress has been monitored and evaluated against these objectives, ensuring that the MEL Platform is meeting its commitments to USAID/DR.
