Abstract
The program is divided into six components, each focusing on a specific area of reform. Component 1, led by the Public Ministry, has made significant progress in implementing fiscal management reforms. A procedures and supervision manual has been published and is being used in a pilot plan covering ten Fiscal Units. The Control Unit for fiscal management has been established, and management tools have been developed to channel complaints. Component 2, focused on the Judicial Branch, has achieved significant progress in implementing disciplinary reforms. A new disciplinary agreement has been approved, including a catalog of misdemeanors and penalties to reduce discretionality and increase transparency in the justice administration. The Protocol for coordination of the offices of the Judicial Branch disciplinary system has been approved and is being implemented. Component 3, responsible for implementing the Management and Control of Public Resources (MECIP) and the System for the Integral Management of Assets and Liabilities (SIAF), has made progress in implementing MECIP in five new institutions and continuing its implementation in seven institutions where it was already underway. However, delays have occurred, requiring additional time to be implemented. Component 4, focused on the National Customs Department, has completed the development of software for the Attention and Claims Center. Manuals for functionality and procedures have also been completed and validated. Component 5, promoting and defending intellectual property rights, has made significant progress in training high school students on intellectual property rights. Over 10,000 students have been trained, and a book containing compiled laws on intellectual property has been produced, printed, and distributed. Component 6, focused on the National Police Force, has defined the baseline for citizen awareness of the roles and services of the force. The Functional Model for the Information and Claims Center of the Ministry of the Interior has been approved, and manuals on functions, standards, and procedures have been completed and validated. The Transversal Communication Core has issued approximately 500 notifications relating to the program, all of which were positive. Communications campaigns have been implemented for each of the six program components, and training has been provided for organizational communication to approximately 40 officials from participating institutions. A website has been developed and updated, with over 3,000 visits in the last month. A Fan page on Facebook has been set up, and four electronic bulletins have been sent out, directly reaching over 2,500 people. Eight civil society organization projects have been successfully completed for the Citizen Participation in the Transversal Communications Core.
