Abstract
The survey aimed to assess the city's internal capacity and external satisfaction with municipal services. Ghazni's demographic profile is characterized by a population of approximately 140,000 residents, with a high percentage of youth and a relatively low percentage of women in the workforce. The survey found that Ghazni's municipal government has a relatively weak internal capacity, with inadequate infrastructure, limited financial management capabilities, and insufficient revenue enhancement mechanisms. The city's public works capacity is also limited, with inadequate maintenance of roads, public parks, and latrines. The municipal government's financial management capacity is characterized by a lack of systematic filing systems, inadequate accounting and budgeting systems, and limited use of general ledgers. The survey also assessed the quality of life in Ghazni, with a focus on services such as water supply, sanitation, and healthcare. The results indicate that the city's residents face significant challenges in accessing basic services, with a high percentage of households lacking access to clean water and sanitation facilities. The survey also found that the municipal government's governance capacity is limited, with inadequate participation of women in decision-making processes and limited transparency in municipal operations. The survey methodology involved a combination of quantitative and qualitative data collection methods, including surveys, interviews, and observations. The survey was conducted in collaboration with the International Development Law Organization (IDLG) and the Department of Municipal Affairs (DMA). The results of the survey are presented in a series of figures and tables, which provide a comprehensive overview of Ghazni's municipal internal capacity and external satisfaction with municipal services. The survey results have implications for the development of Ghazni's municipal government and the provision of services to its residents.
