Abstract
The General Directorate of Customs has requested the review of the draft law by the private sector to receive feedback and comments for use in the development of a final draft. The proposed activity will support the Dominican private sector, through the American Chamber of Commerce, in analyzing the draft law to identify areas that can be improved, with the goal of incorporating international standards and best practices into the final version of the law and meeting the requirements of the free trade agreements established. The objective of the analysis of the draft law is to provide recommendations to the Dominican private sector to improve the draft of the new customs law, so that it incorporates international standards and best practices, and meets the obligations established in the free trade agreements subscribed by the Dominican Republic. The activities carried out included a thorough review of the draft law to determine if it meets international conventions, standards, best practices, and recommendations established by the World Trade Organization (WTO), the World Customs Organization (WCO), and other international organizations. The review aimed to identify areas that can be improved to make the law more efficient, transparent, and in line with international standards. The review of the draft law identified several areas that require improvement, including the need to establish clear procedures for the administration and enforcement of customs laws, promote transparency and predictability, provide for the dissemination of information, and establish modern customs systems and procedures. The review also identified the need to simplify customs procedures, encourage cooperation with other customs administrations, and promote the integrity of customs operations.
