Abstract
PIPAA is a program established by the Ministry of Agriculture, Livestock, and Food (MAGA) to ensure the sanitary, phytosanitary, and safety standards for agricultural exports. PIPAA's objectives are multifaceted, aiming to prevent, control, and eradicate pests of quarantine and economic importance from plants, develop phytosanitary regulations to support the competitiveness of producers, and determine the phytosanitary status of plagues by geographic zones. Additionally, PIPAA processes, analyzes, and verifies phytosanitary surveillance information, provides infrastructure support, monitors epidemiologic phytosanitary conditions, and implements necessary phytosanitary measures. The program also logs inputs available for agricultural use, approves export protocols for agricultural products, records agricultural production units and community production organizations, and assists in the negotiation of protocols for the import of vegetables. The evaluation and proposal for the institutional building of PIPAA, conducted with the support of the USAID Policy Regulatory Support for Economic Growth (PRS) Project, provided PIPAA with legal certainty of its institutionality, led to obtaining and managing necessary financial and economic resources, and provided stability to the technical personnel resources that are part of it. The proposed institutional changes to PIPAA, already implemented by MAGA, provide legal, technical, and strategic certainty to Guatemala's agricultural exports, especially those of small and medium-sized producers, particularly of vegetable crops in the Feed the Future region. The implementation of PIPAA's objectives has led to significant improvements in the competitiveness of producers, particularly small and medium-scale farmers. The program's focus on phytosanitary regulations, export protocols, and infrastructure support has enabled producers to access new markets and increase their exports. Additionally, PIPAA's efforts to monitor epidemiologic phytosanitary conditions and implement necessary phytosanitary measures have helped to prevent the spread of pests and diseases, ensuring the quality and safety of agricultural products. The success of PIPAA is attributed to its public-private model, which has proven to be efficient and effective in driving the program. The program's ability to provide legal certainty, financial resources, and technical support has enabled it to achieve its objectives and promote the participation of small and medium-scale producers in exports. As a result, PIPAA has become a key instrument in Guatemala's efforts to promote agricultural development and increase exports, particularly of garden produce in the Feed the Future region.
