Abstract
The project is part of the Kurram Tangi Dam project, which is a large-scale water resources development project in Pakistan. The project is being implemented by the Water and Power Development Authority (WAPDA) with funding from the United States Agency for International Development (USAID). The project's resettlement action plan (RAP) is being monitored by the Monitoring, Inspection, Milestone Certification and Design Review (MIMDR) project office, which is responsible for ensuring that the project is implemented in accordance with the RAP. The RAP outlines the measures to be taken to mitigate the impacts of the project on the affected communities, including the establishment of a project management unit (PMU) and a land acquisition unit (LAU). The PMU has been established, and the LAU is in place, with WAPDA allocating staff for the LAU. However, the project director has stated that visits by international experts are impossible due to security reasons. The RAP also requires the establishment of a resettlement committee in each affected community, which has been done. Additionally, a host community committee has been established in each community that receives physically and/or economically displaced people. The project has not caused any economic displacement during Stage 1, and therefore, the livelihood restoration measures outlined in the RAP have not been implemented. However, the project is implementing a gender action plan, which is being monitored and reported on separately by the environmental team. The project has also followed local law and instructions by the local administration in determining compensation rates and making payments to affected individuals. The project has made payments to affected individuals in accordance with the entitlement matrix, which was drawn through the Frontier Organization for Reforms and Transformation (FORT). The payments were made in accordance with notifications by the local administration. The project has also followed up on eligibility and entitlement matrices for canals, powerhouses, roads, transmission lines, and other affected areas. The project's internal monitoring and reporting on quarterly progress indicators provided in the RAP are being guided by the environmental team. The project has also followed up on eligibility and entitlement matrices for Spaira Ragha Command Area, Sheratala Command Area, and other affected areas. The project has made payments to affected individuals in accordance with the entitlement matrix, which was drawn through the Frontier Organization for Reforms and Transformation (FORT). The project's resettlement action plan is being implemented in accordance with the RAP, and the project is being monitored by the MIMDR project office to ensure that the project is implemented in accordance with the RAP. The project has made significant progress in implementing the RAP, and the project is expected to continue to make progress in the coming months. The project's implementation is being guided by the project management unit (PMU), which is responsible for ensuring that the project is implemented in accordance with the RAP. The PMU is working closely with the land acquisition unit (LAU) to ensure that the project is implemented in accordance with the RAP. The project's implementation is also being monitored by the MIMDR project office to ensure that the project is implemented in accordance with the RAP.
