Abstract
During Fiscal Year 2019, MIMDR certified beneficiary funding requests of US $41.37 million for several G2G projects. These projects include the Mangla Dam Rehabilitation Project, Jhimpir 1 Wind Power Transmission System, Golen Gol Hydropower Project, Tarbela Dam Repair and Maintenance Phase-II Project, and the Kurram Tangi Dam Project, Stage 1-Kaitu Weir and Affiliated Power and Irrigation Component. Mangla Dam Rehabilitation Project received USAID funding of US $150 million for rehabilitation of the Mangla power station, allowing it to generate for another 40 years. MIMDR issued six Certificates of Milestone Completion (CMCs) with a total certified amount of US $17.77 million and conducted four site visits this year. Jhimpir 1 Wind Power Transmission System received USAID funding of US $43 million, enabling 15 Wind Power Plants to begin delivering 780 MW of clean, sustainable energy to the National Grid. MIMDR issued 26 Certificates of Line Item Completion (CLCs) with a total certified amount of US $16.02 million and visited the project thrice. Golen Gol Hydropower Project achieved physical completion this year, with USAID funding 11% of the project cost, providing US $35.62 million for procurement, installation, testing, and commissioning of major electrical and mechanical equipment. MIMDR issued 12 CMCs for a total certified amount of US $4.84 million and conducted six monitoring and inspection visits to the project site. Tarbela Dam Repair and Maintenance Phase-II Project received a USAID grant of US $25 million to restore 20 MW of generation capacity. MIMDR issued one CLC with a total certified amount of US $2.26 million and conducted one site visit in FY2019. Kurram Tangi Dam Project, Stage 1-Kaitu Weir and Affiliated Power and Irrigation Component received USAID funding of US $81 million for construction of Stage 1 of the project, which includes Kaitu Weir and affiliated power and irrigation components. MIMDR issued one CMC with a total certified amount of US $0.48 million and conducted 10 site visits in FY2019. MIMDR also provided project development support, paving the way for prospective USAID funding of US $83.48 million. This support included design review, structuring milestones for the Project Implementation Letter (PIL), conducting technical and financial analysis, and carrying out Due Diligence and Cost Reasonableness Analysis (CRA). In addition to monitoring and milestone certification, MIMDR provided technical support, including environmental monitoring and capacity building for USAID Pakistan G2G energy projects. The MIMDR Environmental team conducted quarterly visits to all project sites, providing support to ensure compliance with environmental regulations and standards. MIMDR also worked closely with Implementing Partners to enhance coordination and ensure effective project implementation. The MIMDR Project has made significant progress in supporting USAID Pakistan Office of Energy in achieving its G2G project objectives. Through monitoring, milestone certification, project development support, and technical assistance, MIMDR has ensured that USAID-funded projects are implemented efficiently and effectively, contributing to the development of Pakistan's energy sector.
