Abstract
Launched in 2020, the Activity is part of the Asia Enhancing Development and Growth through Energy (Asia EDGE) initiative, a U.S. government-wide initiative launched in July 2018 as a key component of the Administration's Indo-Pacific strategy. The E4SEA Activity is designed to improve gender equality in the Southeast Asia energy sector workforce, which supports both a sustainable and secure energy sector and overall women's empowerment. The Activity is implemented by CORE International and its subcontractors, with a focus on enhancing the representation of women in the energy sector workforce. The Activity has five objectives, which are designed to address the core challenges to gender equality in the energy sector in Southeast Asia. The objectives are: 1. Identify core challenges to gender equality in the energy sector in Southeast Asia. 2. Increase the number of women and girls pursuing careers in the energy sector. 3. Increase the recruitment, retention, and promotion of women in the energy sector workplace. 4. Increase mentorship and leadership opportunities for women in the energy sector. 5. Enhance communication, collaboration, and learning among stakeholders. The E4SEA Activity will implement a range of interventions to achieve these objectives, including training programs, infrastructure development, and market linkage facilitation. The Activity will also engage with stakeholders, including government agencies, private sector companies, and civil society organizations, to promote gender equality in the energy sector. The Activity will be implemented over a period of two years, from October 1, 2021 to September 30, 2023. The implementation schedule is outlined in Annex B of the E4SEA Annual Work Plan FY 2022, which shows a Gantt chart of the timing of tasks and outputs of each intervention on a monthly basis. The E4SEA Activity will require a range of resources, including labor, equipment, and other direct costs. The budget for the Activity is outlined in Annex C of the E4SEA Annual Work Plan FY 2022, which includes a breakdown of costs per proposed intervention. The E4SEA Activity will be implemented by a team of personnel, including a Chief of Party, a Deputy Chief of Party, and a range of technical experts. The Activity Implementation Organization Chart is outlined in Annex D of the E4SEA Annual Work Plan FY 2022, which shows the structure of the Activity's implementing team and the roles and responsibilities of the E4SEA personnel. The E4SEA Activity is designed to achieve a range of outcomes, including increased representation of women in the energy sector workforce, improved business outcomes for companies with more women on their boards, and enhanced communication, collaboration, and learning among stakeholders. The Activity will also contribute to the overall goal of promoting gender equality in Southeast Asia. The E4SEA Activity will be monitored and evaluated regularly to ensure that it is achieving its objectives and outcomes. The Activity will also engage with stakeholders to promote gender equality in the energy sector and to ensure that the Activity is responsive to the needs of the target population. The E4SEA Activity is a critical component of the Asia EDGE initiative, which aims to enhance development and growth through energy in Southeast Asia. The Activity is designed to promote gender equality in the energy sector workforce, which is essential for achieving sustainable and secure energy development in the region.
