The Recruitment Prevention and Reintegration (RPR) Program is a USAID-funded initiative aimed at supporting the Government of Colombia in fostering sustainable and inclusive reintegration for ex-combatants and disengaged children, while preventing recruitment.

Abstract
The program's objective is to contribute to the reintegration process through four result areas: Roll-out, Prevention, Reintegration, and Coordination and Communication. Roll-out efforts focused on providing strategic technical assistance to support the early reintegration efforts of the Government of Colombia during the demobilization roll-out phase. Despite uncertainties regarding the timing and outcome of the peace process with the FARC, RPR made progress in planning additional projects, including training family advocates, mapping citizen oversight initiatives, and developing profiles of ex-combatants who demobilized during 2014-2016. Prevention efforts continued to make progress through the Strengthening Protective Environments territorial prevention strategy, which involved coordinated activities with four strategic partners in 30 municipalities. A first phase was completed, consisting of sharing the project and jointly defining goals with local actors, and a micro-targeting exercise was completed, resulting in the selection of 40 areas and 900 community leaders. The methodology for measuring the results of the strategy was also developed, with support from CIPRUNA's Technical Secretariat. Reintegration efforts focused on supporting the Government of Colombia's efforts to advance legal processing and service delivery to ex-combatants and disengaged children in rural and urban conflict areas. Progress was made on projects to support laws related to the legal treatment of ex-combatants and building community-based reintegration programs. Additionally, RPR continued to work with key institutional partners, including CIPRUNA's Technical Secretariat, the National Ombudsman's Office, and the Inspector General's Office, to strengthen local capacities for prevention strategies and support community-based reintegration and prevention initiatives. Coordination and Communication efforts focused on supporting the Government of Colombia's knowledge management, information systems, and communication efforts to support the clarification of judicial status of ex-combatants, with special emphasis on reintegration processes. RPR continued to work with the Government of Colombia to develop and implement a results matrix, which outlines the program's objectives, indicators, and expected outcomes. Throughout the quarter, RPR made significant progress in planning and implementing activities under each of the four result areas. Despite the various uncertainties continuing to impact RPR planning processes, the program's efforts have laid the groundwork for subsequent implementation of activities, including training for leaders, implementation of the Strengthening Protective Environments territorial prevention strategy, and development of community-based reintegration programs. The RPR Program's progress during the third quarter of FY2016 has been notable, with significant achievements in all four result areas. The program's efforts have contributed to the Government of Colombia's reintegration process, while also supporting the prevention of recruitment and re-recruitment of children and adults in conflict-affected areas.
