Abstract
The program's primary objective is to help countries meet their bold international climate commitments by promoting the adoption of renewable energy sources. This is achieved through a range of activities, including renewable energy planning, procurement, and grid integration support services. One of the key goals of SURE is to advance strategic energy planning. This involves working with utilities, system planners, government ministries, and regulators to accurately forecast energy demand and identify shortfalls. By doing so, countries can achieve an optimal energy mix and reduce their vulnerability to fossil fuel price fluctuations and emissions. SURE also supports the use of auctions to reduce costs sustainably while spurring private investment and creating local jobs. Another critical aspect of SURE is accelerating grid integration. This involves investing and upgrading the grid to prepare it for evolving needs, raising investor confidence, and making renewable energy projects and large-scale transmission expansions more bankable. SURE works to reduce costs and curtailment, prevent stagnation of large-scale renewable energy deployment, and enable new business models such as electric vehicles, aggregation, demand-side management, and distributed energy resources. In addition to these goals, SURE also promotes a circular economy for renewable energy. This involves supporting policies and initiatives to address waste challenges while creating economic value and jobs. SURE works with partners to develop new innovations, sustainable practices, business models, and secondary markets for renewable energy parts and materials, cultivating a circular economy that is gender-inclusive, reduces waste, makes the supply chain more resilient, and extends equipment life. Since its inception, SURE has made significant progress in scaling up renewable energy. Between 2017 and 2020, the program trained 2,278 persons in clean energy, improved the capacity of 491 institutions to address clean energy issues, supported nine clean energy auctions, mobilized $3 billion in investment for clean energy, and procured 3.8 GW of clean energy generation capacity. These efforts are expected to reduce greenhouse gas emissions by 36 million tons of CO2e through 2030. The SURE program is led by a team of experts who provide a range of services to support partner countries in their transition to a clean energy economy. These services include training, tools, and resources to help policymakers, utilities, and regulators modernize energy sectors and create policies that enable renewable energy markets to flourish. By working together with local, U.S., and international partners, SURE aims to create a more sustainable and equitable energy future for all.
