Abstract
SURE II will employ leading technical experts to work one-on-one with developing country policymakers, training, mentoring, and empowering them with data and knowledge. The program will focus on six tasks: Strategic Energy Planning, Competitive Procurement of Renewable Energy, Grid Integration of Renewable Energy, Circular Economy of Renewable Energy, Renewable Energy Technology and Innovation Fund, and Knowledge Management and Coordination with Other USAID Projects and Initiatives. SURE II will provide support under Task 1: Strategic Energy Planning, which involves socializing emerging best practices in strategic energy planning, improving capacity for long-, medium-, and short-term strategic power sector planning, and developing power sector plans utilizing best practices for renewable energy, energy efficiency, demand-side management, and other emerging considerations. The program will also engage the private sector strategically, including developers and associations, prospective consumers, energy technology companies, electric vehicle companies, and network operators. To achieve its objectives, SURE II will conduct a road show with Missions and operating units to increase awareness about the project's offerings and gather information about Mission needs. The program will also develop outreach materials, including a project fact sheet, slide deck, menu of services, and catalog of experts for technical assistance. SURE II will implement a Mission Outreach Strategy to reach out to appropriate Missions and conduct a series of global, regional, and individual webinars. The program will also provide information about the program on USAID platforms, including USAID.gov, internal newsletters, and Climatelinks. The program will support power sector planning, including utilities, local and national integrated resource planning (IRP) and/or IRRP, as well as general strategic energy planning and studies that can better match supply and demand and integrate renewable energy, distributed generation, demand response, and energy efficiency into traditional planning processes. SURE II will develop specialized knowledge management (KM) products on strategic energy planning approaches and methods, including a strategic energy planning webinar to provide an overview on various approaches to strategic energy planning. The program will also engage in cross-cutting activities, including promoting the program's work by competing for USAID-sponsored awards, raising awareness of the program and increasing its credibility with USAID Missions and operating units. SURE II will host trainings and webinars and participate in regional and global conferences to increase stakeholders' knowledge about emerging renewable energy trends, international best practices, and lessons learned that can increase development impact. The program will build off the success of SURE I, which enters its final year of implementation, and will coordinate closely and seamlessly with SURE I to advance renewable energy development.
