Abstract
Agency for International Development (USAID). The program aims to promote utility commercialization and effective reforms to enhance the financial viability and long-term sustainability of developing countries' electricity systems. The SRUC program aims to establish the necessary preconditions for clean energy investments. The contractor will assist countries in assessing existing sector conditions and developing new strategies and plans. The program will also design and implement new market structures and models for private sector participation, build institutional capacity, test new commercialization technologies, and report lessons learned and results. The home office support team will provide technical advisory support across various activities, including technical support and administrative support. Technical support includes demand-driven technical advisory, knowledge management, and communications materials. The team will also provide administrative support, including project management and coordination, monitoring and evaluation, reporting, outreach to missions, and project closeout. The home office support team will consist of an acting Chief of Party, a Project Manager, and several part-time consultants with backgrounds in power utility markets, energy sector, regulatory and legal policy, communications, knowledge management, and project management. The team will work under the direction of the COP and will work closely with the USAID SRUC team. The projected level of effort (LOE) for the consultant team is 200 hours per week, with a total of 10,400 hours projected for the entire year. The technical support LOE is estimated to be 80 hours per week, while the administrative support LOE is estimated to be 120 hours per week. The program will last for the entirety of Year Five of the SRUC TO, from the COR approval date (estimated May 2018) and lasting through April 29th, 2019. The total projected LOE is 10,400 hours, with a total of 200 hours per week. The home office support team will be responsible for providing technical advisory support, administrative support, and outreach to missions. The team will work closely with the USAID SRUC team and will provide support to the USAID headquarters staff and Missions overseas. The program aims to achieve several objectives, including the assessment of existing sector conditions, the development of new strategies and plans, the design and implementation of new market structures and models, the building of institutional capacity, and the testing of new commercialization technologies. The home office support team will provide technical support, including the development of marketing materials, the development of training materials, and the provision of technical advice. The team will also provide administrative support, including the tracking of LOE, the development of Scopes of Work, and the monitoring and evaluation of the program. The program will have a significant impact on the electricity sector in developing countries, enabling the expansion and growth of the sector and establishing the necessary preconditions for clean energy investments.
