Abstract
The project is implemented by the Universidad del Valle de Guatemala, in partnership with several organizations, including the Asociación de Investigación y Estudios Sociales (ASIES) and the Fundación de la Caficultura para el Desarrollo Rural (FUNCAFE. The SEOP has several objectives, including the establishment of a sustainable economic observatory, the analysis and dissemination of information on key development topics, the capacity building of civil society and their constituents, and the provision of information to government officials and leaders to implement sustainable rural development policies. During the second quarter of the second year of the project implementation, several challenges were faced, including the changes in high-level government officials and the lack of implementation by some central government institutions. Despite these challenges, the SEOP staff made efforts to advance the project by negotiating Memoranda of Understanding (MOUs) with government officials and revising the partnerships that showed a low level of implementation. The SEOP has made significant progress in the negotiation and signing of MOUs with government institutions, which will facilitate the implementation of the project's objectives. Additionally, the project has identified initiatives that will help achieve its goals, including the negotiation of price awards with Grupos Gestores and Sotzil. The project has also made progress in consolidating its legal structure, with the legal advisor presenting three options for the SEOP's legal framework. The Universidad del Valle de Guatemala is currently reviewing these options to determine the best course of action. The SEOP has several partners, including ASIES, FUNCAFE, and Research Triangle Institute (RTI). The project's geographic coverage includes the city of Guatemala and five departments in the Western Highlands region. The project's budget and financial management are overseen by the Universidad del Valle de Guatemala. The project's progress is monitored and evaluated through regular meetings and reports. The SEOP has a strong commitment to transparency and accountability, and it regularly reports on its progress and challenges to its stakeholders.
