Abstract
The initiative aimed to strengthen national sovereignty by promoting transparency and empowering regional forest and wildlife specialists. The program was funded by the US Forest Service and USAID's Forest Program. The initiative was based on several legal frameworks, including the Ley Forestal y de Fauna Silvestre (Law No. 29763), which established the regional government as the authority for forest and wildlife management. The program also drew on the Decreto Supremo Nº 070•2013•PCM, which modified the Reglamento de la Ley de Transparencia y Acceso a la Información Pública. The main objective of the initiative was to migrate information from the years 2015 to 2021 from the old format of administrative records to a new format. The initiative focused on the provinces of Coronel Portillo, Padre Abad, Purús, and Atalaya in the Ucayali region. The finality of the initiative was to process the information and remit it to SERFOR in the new format. The activities of the initiative included the migration of information from the formats A to E, which were registered historically until December 2021, with the exception of the GTF and SIG formats. The migration of these formats was carried out with the support of the information specialists of the GERFFS team. The initiative also recommended the creation of a manual for configuration in case of a future change of formats and the updating of information related to forest companies in the Atalaya office. The initiative was led by Carlo Andoni Zarzosa Garcia, a forest consultant and information specialist. The program was implemented in collaboration with the GERFFS team and the US Forest Service. The initiative aimed to strengthen national sovereignty and promote transparency in the management of forest and wildlife resources in the Ucayali region. The initiative was based on several key principles, including the use of digital technologies and data to create value for the public.
