Abstract
The program's primary objective is to improve the capacity of analysts and decision-makers to use Earth observation information and geospatial information technologies. The SERVIR Hub Institutional Technical Capacity Self-Assessment is a survey designed to measure the capacity of host institutions to fulfill specific functions related to the SERVIR Program. The survey assesses technical and managerial resources, expertise, and experience in areas such as training, technical assistance, and stakeholder engagement. The survey consists of three sections and should take approximately 45 to 75 minutes to complete. The survey evaluates the capacity of host institutions in several key areas, including: 1. Systematically assessing users' capacity needs at the individual and organizational levels, for both technical users engaged in the analysis or consumption of geospatial data as well as those who use the outputs of those products and services in decision-making. 2. Designing and delivering high-quality training and technical assistance, including adapting training to client needs and project objectives. 3. Supporting training, including venues and equipment, event management, post-training knowledge management, and participant management. 4. Designing, planning, and implementing science-policy exchanges about geospatial products and services to support development decision-making. 5. Engaging relevant stakeholders to generate useful collaboration, take stock of existing efforts, and avoid duplication. The survey uses a scoring system to evaluate the capacity of host institutions in each of these areas. The scores are based on the respondents' level of confidence in the statements provided, with higher scores indicating greater capacity. The survey also includes a comment section for respondents to provide additional information and suggestions. The SERVIR Program Demand: Cultivating Use of Better Information Activity aims to improve the capacity of host institutions to utilize geospatial information and technologies, ultimately contributing to the achievement of the SERVIR Program's objectives.
