Abstract
The tool is a comprehensive assessment framework that evaluates an organization's capacity to design, implement, and evaluate SBCC programs. The assessment tool consists of three components: Assessing SBCC Capacity, Focusing and Designing the Communication Strategy, and Creating Interventions & Materials for Change. Each component is further divided into sub-components that evaluate specific aspects of SBCC capacity. Component 1: Assessing SBCC Capacity evaluates an organization's ability to understand the context through situation analysis. This includes conducting a situation analysis, using theories or models for situation analysis or communication strategy design, using research data to assist with SBCC program design, and reviewing the activities of stakeholders during a situation analysis. Component 2: Focusing and Designing the Communication Strategy evaluates an organization's ability to design SBCC programs. This includes developing a communication strategy, selecting audiences and segmenting them into specific groups, setting SMART communication objectives that address barriers to change, using multiple communication channels to reach audiences, and seeking to influence different levels of the problem. Component 3: Creating Interventions & Materials for Change evaluates an organization's ability to create interventions and materials for change. This includes developing materials for SBCC activities, materials development, and creating content for SBCC activities, materials, and messages. The assessment tool provides a framework for organizations to evaluate their capacity in social and behavior change communication. It helps organizations identify areas of strength and weakness, and provides a basis for developing a capacity strengthening plan.
